Part I — Governing Rules
These rules govern the application of all rates and charges published in this tariff. The rules, rates and charges applicable to a shipment are those in effect on the date the cargo is received by the Carrier or its agent.
Scope and application
This tariff applies to the transportation of general cargo by water in the foreign commerce of the United States between Port Everglades, Florida (USPEF) and the Bahamian ports of Nassau, New Providence; Clarence Town, Long Island; and Matthew Town, Great Inagua, performed by Ivadell’s Shipping Company Ltd (“the Carrier”) as an ocean common carrier.
This tariff is written in English, is clear and definite, contains no cross-reference to any other rate tariff, and does not duplicate or conflict with any other publication of the Carrier.
Definitions
Terms used in this tariff carry the meanings given in 46 CFR § 520.2. In addition: Carrier means Ivadell’s Shipping Company Ltd. Merchant means the shipper, consignee, holder of the bill of lading, owner of the cargo, and any person acting on their behalf, jointly and severally. Shipment means all cargo carried under a single bill of lading. Revenue ton means 2,000 pounds or 40 cubic feet, whichever produces the greater revenue.
Application of rates and rate basis codes
Rates are stated against the basis codes below, which follow the standard terminology of Appendix A to 46 CFR Part 520:
- PC — per container, regardless of weight or measurement, subject to Rule 4.
- M (CFT) — per cubic foot, or fraction thereof.
- W (CWT) — per 100 pounds, or fraction thereof.
- WM — per 2,000 pounds or per 40 cubic feet, or fraction thereof, whichever yields the greater revenue.
- EA — each, per unit tendered.
- LS — lump sum, per shipment.
Where a rate is shown as CFT/CWT, the basis producing the greater revenue applies.
Measurement, weight and re-measurement
The Merchant must declare the actual gross weight and outside measurement of each unit tendered. Measurement includes pallets, skids, crating, dunnage and all projections. Dimensions are taken at the extreme points and any fraction of an inch is rounded up to the next full inch.
The Carrier reserves the right to weigh, measure or re-measure any shipment. Where the Carrier’s figures exceed those declared by the Merchant, freight is assessed on the Carrier’s figures and the cost of re-measurement is for the Merchant’s account.
Where a shipper-loaded container is tendered without a declared measurement, the following cube applies: 20′ container — 850 CFT; 40′ container — 1,700 CFT; 40′ high cube — 1,950 CFT; 45′ container — 2,150 CFT.
Minimum bill of lading
The minimum bill of lading charge shown in Part II applies to any shipment measuring less than 40 cubic feet and weighing less than 2,000 pounds, unless a specific commodity rate provides otherwise.
Where two or more rates are published for the same commodity over the same route and application depends on quantity, total freight charges assessed will not exceed the total computed at the rate for a larger quantity. At the Merchant’s option a quantity below a stated minimum may be freighted at the lower rate if the weight or measurement declared for rating purposes is increased to that minimum.
Bill of lading
All cargo moves subject to the terms, conditions, exceptions and limitations of the Carrier’s bill of lading. A legible sample copy, comprising the face (ISCL-BOL-FACE-2026-01, Rev. 1) and the long-form terms and conditions on the reverse (ISCL-BOL-TC-2026-01, Rev. 1), is filed as part of this tariff under 46 C.F.R. § 520.4(a)(5) and is available at Sample Bill of Lading — Tariff Filing.
Where the Goods move under a service contract filed under 46 C.F.R. part 530, that contract governs and prevails over this tariff and over the bill of lading, in accordance with Clause 33 of the bill of lading. Otherwise, for carriage to, from or through a port in the United States, this tariff prevails over the bill of lading.
Ocean freight forwarder compensation
No compensation is paid. The Carrier pays no compensation, brokerage or commission to any ocean freight forwarder, as defined at 46 U.S.C. § 40102(19), on any shipment moving under this tariff.
Licensed ocean freight forwarders may book and tender cargo under this tariff as agent for the shipper. No compensation is payable by the Carrier in respect of any such booking, and any fee for the forwarder’s services is a matter between the forwarder and its principal.
Payment of charges and currency
All rates and charges in this tariff are stated and payable in United States dollars. Freight is earned on receipt of the cargo by the Carrier and is payable ship lost or not lost.
Unless the Merchant holds a written credit agreement with the Carrier, all charges are payable in full before release of cargo at destination. The Carrier may exercise a lien on the cargo for all sums due.
Bunker surcharge
A bunker surcharge applies to all cargo in addition to the base ocean freight, at the levels shown in Part II. The surcharge is reviewed against prevailing marine gas oil prices and any increase is published on not less than 30 days’ notice. A reduction takes effect on publication.
The Carrier operates a southbound liner service returning to the port of loading in ballast. Base ocean freight published in Part II is assessed on the laden southbound leg and is inclusive of the cost of the ballast return leg. No separate backhaul or repositioning charge is assessed.
Terminal handling charges
Origin terminal handling (OTHC) covers receipt, tally and loading at Port Everglades. Destination terminal handling (DTHC) covers discharge and landing at the port of destination. Both are stated separately in Part II and are shown as separate line items on the freight invoice.
At Clarence Town and Matthew Town, where cargo is worked at a government dock without terminal infrastructure, DTHC covers shipside tally and offload only. Onward inland movement is not included.
Security and documentation charges
A U.S. port security surcharge, a bill of lading processing fee and an Electronic Export Information (EEI) filing fee apply as shown in Part II. Where the Merchant files its own EEI and provides the Internal Transaction Number before cargo cut-off, the EEI filing fee does not apply.
Hazardous and dangerous cargo
Dangerous goods are accepted only by prior written arrangement, in full compliance with the IMDG Code, and must be declared at the time of booking with a signed dangerous goods declaration. Undeclared or misdeclared dangerous cargo may be discharged, destroyed or rendered harmless at the Merchant’s risk and expense.
A hazardous cargo surcharge applies as shown in Part II, in addition to all other charges.
Out-of-gauge, heavy lift and project cargo
Cargo exceeding the internal dimensions of standard equipment, or requiring stern-ramp roll-on/roll-off handling, is rated on application and is subject to a lift plan and deck-footprint survey accepted by the Master before booking is confirmed. Project rates, where offered, are published in Part II and apply only to materials of a wholly proprietary nature that are neither resold nor commercially distributed at destination.
Refrigerated cargo
The Merchant must declare the required carrying temperature in writing at the time of booking and must tender the cargo pre-cooled to that temperature. The Carrier undertakes to maintain the declared temperature setting but gives no warranty as to the condition of the cargo on delivery. Reefer plug-in and monitoring charges apply as shown in Part II.
Vehicles and self-propelled units
Vehicles are rated per unit up to 700 cubic feet and per ST-FT above 700 cubic feet. Fuel tanks must be no more than one quarter full, batteries must be disconnected, and no personal effects may be stowed in or on the vehicle. Original title and a notarised bill of sale are required for U.S. export clearance.
Free time, demurrage, detention and storage
Free time at destination commences on the day following completion of discharge. Weekends and public holidays in The Bahamas are excluded from the calculation. Demurrage and detention accrue thereafter at the rates shown in Part II.
Where cargo is discharged at a terminal operating under its own published tariff, the free time, demurrage and storage provisions of that terminal tariff govern and supersede this rule.
Demurrage and detention invoices issued in respect of cargo moving to or from a port in the United States are governed by Clause 32 of the Carrier’s bill of lading and by 46 C.F.R. part 541, including the invoice content, the thirty-day billing window and the thirty-day dispute procedure there provided.
Cargo insurance
The Carrier does not insure cargo. No policy held by the Carrier extends any cover whatsoever to the Merchant’s cargo. The Carrier’s liability is limited to that provided under its bill of lading and applicable law, and is not a substitute for insurance.
The Merchant is responsible for arranging its own marine cargo insurance. Where the Merchant elects not to do so, the Carrier requires a signed declination of insurance before cargo is accepted.
Overcharge claims
A claim for overcharge may be filed with the Carrier at any time within three years of the accrual of the cause of action. No fee or charge is imposed as a condition of accepting an overcharge claim. A claim based on an alleged error in weight, measurement or description of cargo may be filed after the cargo has left the Carrier’s custody.

Returned cargo
Refused, damaged or rejected shipments may be returned to the port of origin at the rate assessed on the original movement where that rate is lower than the prevailing rate, provided the return shipment occurs within one year, moves over the line of the Carrier, and a copy of the original bill of lading showing the rate assessed is presented to the Carrier.
Time/volume rates
Where the Carrier offers a rate conditioned on receipt of a specified aggregate volume of cargo or aggregate freight revenue over a specified period, the full terms are published in Part II. A shipper intending to use a time/volume rate must give the Carrier written notice before tendering any shipment under the arrangement. The Carrier maintains bill of lading records and shipper notices supporting each time/volume rate for not less than five years after use of the rate has ended.
No liquidated damages are imposed on any shipper moving cargo under a time/volume rate. Where a shipper fails to meet the volume requirement, cargo is re-rated at the applicable tariff rate.
Service contracts
The Carrier may enter into service contracts with shippers under 46 CFR Part 530. Service contracts are filed with the Commission and their essential terms are published as required. A shipment moving under a service contract is rated under that contract and not under this tariff.
Exempt commodities
Bulk cargo loaded and carried in bulk without mark or count in a loose unpackaged form having homogeneous characteristics is exempt from the tariff publication requirements of 46 CFR Part 520 and is not rated under this tariff. Bulk containerised cargo tendered subject to mark and count is not exempt and is rated under this tariff.
Effective dates and notice
No new or initial rate, or change to an existing rate, that results in an increased cost to a shipper becomes effective earlier than 30 calendar days after publication. Changes resulting in a decrease in cost to a shipper, and amendments resulting in no change in cost, take effect on publication.
Changes in charges not under the Carrier’s control — terminal charges, government fees and similar items for which the Carrier acts only as a collection agent — take effect on publication and are not marked up above cost.
Access to this tariff and historical data
This tariff is published on the internet at a static address and is available to any person without time, quantity or other limitation. Access is free of charge. No registration, account, password or fee is required, and no access charge is assessed against the Federal Maritime Commission or any other federal agency.
To use this tariff: read Part I for the rules governing application, then locate the commodity in the index in Part II and read across to the destination port to obtain the rate and rate basis. Add the surcharges and accessorial charges listed for that shipment. Where any figure is unclear, contact the tariff contact shown above before tendering cargo.
Superseded, cancelled and withdrawn tariff data is retained for five years and is available online for two years. Thereafter it is retained electronically and provided to any person on request within 45 days. No fee is charged to the Commission or any federal agency for historical data.
Part II — Commodity Index and Rates
Rates are stated in U.S. dollars and exclude Bahamian customs duty, value added tax, environmental levies and any charge assessed directly against the Merchant by a port or government authority. Each rate item shows its publication date, effective date, rate basis and service code.
